Above are 21 bars ranging in shade from pure black through to pure white. If you do not see all the graduations adjust your monitor controls as follows:

Your aim is to see all changes of colour, while keeping the black at the left of the bar pure black, and likewise the white at the right pure white.

Set your monitor's CONTRAST control to FULL. Then, adjust your monitor's BRIGHTNESS control until you can see all the graduations, but without losing pure black.

If you end up with the brightness control at full and the bar is still too dark, then you probably need to have your monitor serviced or possibly replaced.

As a monitor ages, it gradually becomes darker and darker. This happens so gradually that you will probably not notice it unless you view the same images or files an another computer, or every so often take a minute to test it as above. Light levels of your surrounding room will also affect apparent brightness or contrast.

If you are using a laptop you may not be able to get a true picture regardless of how you adjust your controls - many laptop screens handle contrast very poorly, and images may always appear too dark or lose detail in shadow areas.
